>> an unprecedented new effort to fight crime in california. good afternoon. thanks for joining us. i'm larry beil and i'm kristen z in san jose today, governor gavin newsom announced a new plan to curb retail theft. >> newsom signed ten new bills into law to combat smash and grabs, car thefts, retail crime and the sale of stolen goods in california. >> abc seven news south bay reporter dustin dorsey has the details on this extensive bill package display cases broken and goods stolen, videos of smash and grabs like this one became a more common sight during the pandemic, but since 2022, california has been cracking down on retail thefts from issuing millions of dollars in crime fighting grants to sending additional chp officers to parts of the bay area. >> now, state leaders are taking their next big step. if you ransack our stores, if you attack our people, if you endanger our communities, we will come for you. that's thanks to ten new bills signed into law

friday morning in san jose. the property crime and retail theft crackdown bill package promises stronger enforcement, more serious penalties and steep consequences. >> this package is going to be instrumental in curbing retail theft and organized retail crime in california. >> the ten bills hold criminals accountable from crimes involving property, retail and vehicles. they create stricter penalties, including enhanced felony charges and punishments for those selling stolen goods. they bolster existing laws to enforce and prosecute, particularly repeat offenders through increased probation for shoplifting and petty theft and retail theft. restraining orders. but governor newsom says the work does not stop here. >> program passing is not problem solving. signing a bill doesn't solve a problem. it's the hard work that comes over the course of the next weeks and months to deliver on what we're promoting and promising results. >> san jose mayor matt mehan looks forward to seeing, but he believes it's only a good first step in more needs to be done to target those who commit crimes

because of addiction or mental health problems. he's calling for the passage of prop 36, which would increase penalties for certain drug and theft crimes. >> what we really need is mass treatment and that's what i'm supporting, prop 36. it's what i'm asking our leaders in sacramento to support is more tools for judges, more treatment. we need to get our most vulnerable people into treatment now. >> newsom brushed off the idea that prop 36 would help his cause, but he agrees this package is only a first step. in san jose. dustin dorsey, abc seven news. >> san francisco police are looking for the people behind two business break-ins that happened within minutes of each other. this is new video from the cake cuts barbershop on portola drive. it was burglarized early last friday morning, according to police. that happened about ten minutes after burglars targeted mitchell's ice cream shop, not far away on san jose avenue. mitchell's remains open while work is happening to repair the big front window. >> oakland police are ramping up

enforcement near a community living center whose senior residents have been the target of some brutal attacks this summer. they're part of the westlake christian terrace community near 27th and broadway. >> we've staged our command post in the area so high visibility presence, increased traffic enforcement, and focused operations targeting additional people that we do know that operate in and around the bay area, committing robberies. >> oakland police say in the past two months, there have been 25 reported attacks in that area, and many of the victims are seniors who were violently robbed, even landing a few of them in the emergency room. opd says they're ramped up. enforcement has led to the arrest of three cruise linked to robberies in the area. seven of those arrested were juveniles. oakland police also boosting their cease-fire operation in west oakland. opd says there's been an uptick in violent crime in the area in the past three weeks. that includes robberies and some shootings, so they're putting more officers out there to focus on making arrests and recovering weapons.

>> former ufc champion cain velasquez pleaded no contest today to attempted murder charges. velasquez is accused of shooting at a man during a high speed car chase in south san jose in 2022. the person he chased was accused of molesting velasquez's relative at a daycare. and that person still faces felony molestation charges. an update now on a controversial arrest first reported by abc seven news i-team. a marin county judge has dismissed criminal charges against a former san rafael police officer involved in a 2022 confrontation with a gardener over an open beer. a judge has decided there is not enough evidence to send daisy mazariegos to trial. the case is proceeding against brandon nail, another former officer. mazariegos still faces a federal civil rights lawsuit filed by the gardener against her former officer. nail and san rafael police. >> we're learning more about those charges related to the

death of actor matthew perry. >> court documents are giving insight into what happened the night he died. reporter rob hayes, from our sister station in los angeles. >> has the latest. >> we now know the people accused of being behind actor matthew perry's death. the case against five suspects spelled out by federal prosecutors. the evidence text messages. >> you've got actual written evidence that shows people trying to buy it. >> those text messages, prosecutors say, show that the suspects knew perry was a drug addict and planned to take advantage of that to make money. they point to one text sent by doctor salvador plascencia, known as doctor p. >> he wrote in a text message in september 2023, quote, i wonder how much this moron will pay over the span of just two months. >> prosecutors say doctor plasencia sold perry 20 vials of ketamine for $55,000 in cash. past patients of his were stunned to hear he's accused in perry's death. >> he was professional. nothing was prescribed. he answered

questions i had. his staff was friendly. so yeah, my experiences overall were positive. >> also at the center of the case is this woman, jasmine sanga, an alleged drug trafficker known to her customers as the ketamine queen. sanga has already been linked to the ketamine overdose death of this man, cody mclaury, in 2019. sanga was also arrested in march for possession with intent to distribute methamphetamine. >> we searched the residence of the ketamine queen. we found 80 vials of ketamine, thousands of pills of methamphetamine, cocaine, bottle of xanax, you name it. >> also charged in the case. perry's personal assistant, who has admitted to injecting perry three times on the day he died. doctor mark chavez, a licensed medical doctor who worked to obtain the ketamine. and eric fleming, who has admitted to distributing the ketamine that killed perry. those three have cut plea deals and are expected to testify against doctor plasencia and sanga, who have

both pleaded not guilty. now the three men who have pleaded guilty are facing prison sentences that range from 10 to 25 years. the sentences for the other two, though, could be dramatically longer. doctor plasencia is facing a maximum of 120 years in prison. sanga, the ketamine queen, is facing a life sentence. rob hayes abc seven news. >> burning man, the popular gathering that takes place in the nevada desert and draws thousands every year, is facing slumping ticket sales. that slump is also affecting the bay area economy. >> abc seven news reporter tim johns here live in studio with a look at the effect on some local retailers. tim. yeah, larry. >> kristen. folks at home might remember last year's burning man received a lot of negative press towards the end. that was because torrential rain stranded thousands of people in the middle of the desert, with one person even dying. and this year, the leftover effects of that mess is impacting bay area businesses. after being mired in controversy last year, burning

nationwide, worldwide. so that may have scared off a lot of newbies. >> a few blocks down the road at kimono dave, david carr says they've seen a similar trend. carr, whose store is largely inspired by burning man, says the event accounts for a significant portion of their overall revenue. >> anywhere between 25 and 40%, depending on what products you have in stock. and you know how well business is going. >> carr tells me he attributes some of the slowdown to the bad press that surrounded last year's gathering. he also thinks there are more factors. he says the slowing economy has hit attendance at festivals around the country. carr says with the week still to go until burning man kicks off, he's optimistic sales will pick up over the coming days. >> it would impact, you know, everything. it would mostly impact, like, what am i able to invest in moving forward? what new projects can i do? what new designs do i have ready to go? >> as for daetz, he says he couldn't be more excited for this year's burn. ready to get back to the true roots of what the festival is meant to be about sharing in that suffering
